Kelmė regional Culture House started its activities in 1949.

The activities of institution were only small; it only played the role of a cultural center of the town.
In the year 1978 a new Kelmė Cultural Center was established, which methodically was the general center for 1 town and 29 rural culture houses.
In 1995, by the decision of Kelmė Region Municipal Council, Kelmė Cultural Palace was reorganized into Kelmė Cultural Center and performed only the functions of the City Cultural Center.
Since 2000, the Kelmė Cultural Center had the branches of Lioliai, Lupikai, Gaštynai and Maironiai Community House. In 2006, under the decision of Kelmė Region Municipal Council, the Gaštynai Branch and its functions were transferred to the local community.
In the year 2007, Kelmė Cultural Center was awarded by the Ministry of Culture as the best designing and implementing children's and youth cultural education projects.
On 20 February, 2010 by the Decision No. T-47 of Kelmė Region Municipality Council, the structure of the Cultural Center is as following:
Division of Arts Activities.
Youth Folklore Division.
Division of Information and Projects
Division of Maintenance
Lioliai branch
Lupikai branch
Maironiai branch.
On November 29, 2011, by the Decision No. T-325 of Kelmė Region Municipal Council, from 1 February, 2012 the new structure of Kelmė Cultural Center was approved.
By this decision the divisons of Artistic activities, Youth folklore, Information and Projects were closed.
By the Decree No. V-9 of the director of Kelmė Culture Center on 6 February, 2013 there was founded the Division of Ethnic Culture and Traditional Crafts.
On March 27, 2014 by the Decision No. T-76 of Kelmė Region Municipality Council, Kelmė Cultural Center has the highest category.

The main objective of the Cultural Center is to promote various cultural activities, genres and activities in fostering ethnic culture, amateur art, creating arts programs, developing educational and entertainment activities and organizing the dissemination of professional art in order to meet the cultural needs of the community.
The Cultural Center performs the following functions: facilitates the dissemination of ethnic culture, the promotion of old cultural traditions and customs, and ensures the transition of ethnic culture;
manages the center of traditional crafts;
organizes activities of amateur art collectives, studies, groups, satisfies socio-cultural needs of the community;
cares for the preparation of amateur art groups and participation in Song Festivals, local, regional, national and international events;
organizes State, calendar holidays, memorable dates;
creates and senses contemporary modern forms of artistic activity;
facilitates the dissemination of professional art;
develops and implements the needs of cultural programs;
performs entertainment, educational and informational activities;
collects an archive of video materials of regional life;
carries out the functions of the craft centre.
